Those filters are still appearing for me.
What browser are you using?
Try another browser as a test -- if the sidebar appears, try clearing your cache and possibly eBay cookies in your original browser. If that does not help, try disabling add-ons; in some cases, an overly aggressive ad blocker can cause problems for some filters.
If none of that helps, you can go from your search results directly to the advanced search page and apply filters there.
