Hello,
I no longer have access to my eBay account because my phone number has changed.
I am unable to log in.
I have received a debt collection notice for $90.02 related to this account.
I did not make any purchases and I need:
1) Help restoring access to my account
2) A full explanation of the outstanding balance
Please advise how to verify my identity and resolve this.

You don't need a phone number to access eBay, you need the email address you used when setting up your account.
You are posting on a member forum. Nobody here can access your account nor remedy perceived issues.
Maybe talk to eBay

Did you verify your identity and sign up for managed payments before you sold your items in September and October ?
Did you receive payouts ?

Ask to speak to an agent or supervisor
