Unblock an account while overseas

My eBay account has been blocked probably because I am using it overseas. How can I get it unblocked when I am overseas?

I am not aware ebay block your account. I had some issues last week trying to update listings while using a tablet but none on the app. 

Double check the homepage address is all I can suggest.
