Do you mean as a buyer or as a seller?
Sellers are not paid into their PayPal account any more, but buyers can still use it to pay (apparently until July 2023).
If you have a problem logging in, you should contact PayPal (by phone I guess, as if you want to send them a message you first have to log in).
