What happens when you try to use that email address? There are two things I can think of that might prevent an address from being accepted: if the address is not valid, or if the address has already been tied to another eBay account.
If your new address is already associated with an eBay account, you cannot use it again. If you tried to sign in using Google or Facebook using that email address, you may have created a new eBay account at that time.
Try using another email address not already associated with an eBay account.

Something else to consider is that your new email address can't be the same as your username. What I mean by that is, if you created a new email that is comm4114 @ yourisp.com, then you can't use it. For some reason, eBay won't allow it. I learned that lesson several years ago when I created new email addresses for all my accounts, thinking it would be easier to remember what was what, but wasn't allowed to use them.
If that isn't the issue, try logging into eBay US and see if you can change it there.
