I think the OP is saying they have opened a case, and received  Hubbed return label from the seller, but can't use it, probably due to their location.

I live in a regional area with no Hubbed locations nearby, so would have the same trouble.

I have no idea how to solve it.  I assume they would have to contact eBay help, but how that would go is debatable.
