I would like to know why I've been debit twice for the same item and no area on web site to complain

Is it possible that one of those charges is actually a credit?

 

If not, you should be able to contact eBay by going through the Help page:

 

https://www.ebay.com.au/help/home

 

Use the "Contact us" link and follow the prompts for your issue and you should eventually wind up on a page with a chat option. Choose that, and the last option that appears in the chat window -- use the "See more" option -- should be "Contact an Agent" to request a call-back if you are in Australia.

If you search the forum, you will see that it actually happened to other people lately (and it also happened in other countries). They should really fix this glitch. You can talk to them though if you go to the help page and then start a live chat, as already advised.

But my bank account shows them both as debits so until one is stop or otherwise, I paying twice for the same item

It was a banking glitch for about three days and yes I finally found the link to chat to an ebay rep, but still not straight forward
