I am trying to contact customer services to ask them to step up for me as the seller has not made the return label available to return the item I purchased on eBay delivered on the 18 of May and the seller was contacted on the 18 of May.
The only solution the seller offered was $5.00 part refund instead of offering to replace the item for the one that was purchased on eBay.
eBay messaged me to hold on the seller was sending a return label if I didn't recieve it by the 27 of May 2020 I could ask them to step in.

Not a good idea to give out your email address for anyone in the world to see
However, nobody from eBay reads people's posts here
I will ask a mod to remove it for your safety, but as this can take several hours, please be careful of scammers who may now email you
The seller is in China and as such cannot issue a return label
The eBay call center has been closed for several weeks due to Coronavirus but you should still be able to contact them via LiveChat
I do not know the 'reason' for you wanting a return, but the seller's feedback is horrible so I am not surprised , nor that they tried to offer you $5 nor that you have heard no more from them
I would suggest opening a dispute (if the item is not as described or faulty)

To add to what sandy has said if/when you open a dispute do not close it until you are happy with the result. Chinese sellers will often try to stall buyers until it's too late to open a dispute, or will clain they can't do a refund until you close the dispute.
Once a dispute is closed it cannot be reopened.

Leaving feedback is not the issue. That is 60 days.
Cases generally need to be opened in 30 days, after which it is much harder to get your money back.
