1. Are you accusing Paypal of taking your money? Highly unlikely.
2. Are you accusing Paypal of allowing scammers to be paid from your money? Quite likely, if you authorised the payment by buying something from a scammer on eBay.
3. Are you then accusing Paypal of not addressing a complaint?
If you follow the correct procedure to report a scam, item not received, or not as described, they will investigate it.
Talking to us in an aggrieved tone will get you nowhere.
if you specified your problem, maybe someone could help you.
call Paypal and politely ask them to help you.

You have been a member of ebay for 3 weeks and you have spent hundreds of dollars. I would say it is your own fault if you have no money for food and medication. Have you even paid for the items you have bought/won?

This is the third time you have posted it and as you can see people are becoming less sympathetic.
Instead of complaining to people that have nothing to do with your problem or Ebay or Paypal why dont you explain to everybody what happened.
People care and would like to help but you are not helping yourself with these rants.
Instead of complaining. Explain.
There are ways to get your money back but people need to know the what happened before they can offer advice.
So before you decide to post again take a deep breath, relax and explain the situation in a factual manner you will be surprised with the helpful advice you will get.
