a few yearss ago ebay allowed sellers to not offer paypal, provided they offer a different Safe Payment method
some seller now offer Paymate
some sellers now offer credit card facilities
if you only want to use paypal when buying you need to check that the Seller accepts Paypal (which is still the most preferred payment method by the majority of ebay sellers).
but if they seller doesnt accept paypal you will see that on the original listing, before buying.
