As announced in April 2013, eBay has made changes to the Top Rated program including the introduction of listing level requirements to help sellers best meet the expectations of buyers.
One of the new criteria for Top Rated sellers was announced as no more than 0.5% low Detailed Seller Rating (1-2 stars). After listening to feedback from our community in Australia and globally, this criteria will now remain unchanged at 0.6% when the new Top Rated account requirements take effect in late August.
For Top Rated sellers offering the services specified in the new listing level program, badging with the words 'eBay Premium Service' will be shown to buyers on qualifying listings from early September. The 'eBay Premium Service' wording has been designed to clearly represent to buyers a consistent set of services related to postage and returns.
It is important to remember that although there won't be a Top Rated Seller badge visible to buyers, you will continue to receive increased visibility for being a Top Rated Seller.

The eBay Team
