why cant I dispute a transaction within 45 days?when I try I get redirected to ebay

I purchased goods which were marked sent, did contact the seller he advised at least 30 days it is now 33, when I try to dispute it on paypal it marks unable to dispute, (it is within 45 days) Paypal then redirects me to ebay, why is this?
