Why is it that a buyer can leave bad feed back but a seller cant if the customer was difficult

Ebay sellers should be able to leave netural feedback for difficuit buyers.Ebay buyer should not be able to leave multiple bad feedback on items combine.It should only count as 1 not 4 or 5.
