I bought 3 items off ebay one hasnt arrived due before 23rd Dec 2016. Paid through paypal&paypal say

I bought 3 items off ebay & one hasnt arrived. Due 23rd Dec 2016.i bought as guest & saying theres nothing on there. Paypal saying i dont have an account. But has been paid for. I have item number &receipt number. Can you please help
