blacklisting a serial non payer auction buyer. It appears this is old news, why can't we stop her.

How do I contact EBay to speak to. I have a customer who I find is a serial bidder/nonpayer and I can get no help other than "open a case" to invoice her. I have been hassling now for over a month. Does anyone know what to do!regardstwobobmonty
