this person has had 5 negative feedbacks in 2 weeks, due to non payment and not answering emails, why are they still able to have a 100% positive record, and still able to waste peoples time?

Bought a mobile phone cover, paid for it in November. It shows as posted on 22 November, buyer has sent me photo showing postage details. To date, 31 December, I have not received it! Is this a postal problem? what to do now?
