That was it!Created the promotional rule, applied to all lsitings, now same flat fee for all. Thank you for taking the time to post such a comprehensive answer.

Thanks for this. We have setup postage discounts but it appears to only be applying to multiple SAME items. Put different items in the cart and postage keeps adding up. Confused for sure.
