I offered free postage not knowing my buyer is in the USA. Can I bill for the Postage and Insurance?

I have listed and sold for the first time whilst offering to pay for postage seemingly locally.My buyer is based in the USA, and postage and insurance is costly. Can I invoice this to the buyer?
