Paid 4 an item on 3 nov still havent got it can't open a case cuz dead line in 18 dec but today is

I paid for an item on he 3 rd of November and still didnt receive it. Went on resolution center but couldn't open a dispute because the dead line is on the 18 of December. But today is the 18th... Please help.
