Where can I find information on having an ebay store ? What are the requirements, restrictions, costs involved?

I am new to selling on ebay and finding it hard to work out postage rates. Does ebay offer postage ? Are they cheaper than Australia Post? Where can I get some decent cost effective satchels? Need some advice please !
