Why can't I pay for anything through E-Bay? I have never had any trouble paying through Pay-Pal

Until recently, I have been using Pay-Pal to pay for everything that I have bought on E-Bay. Now I get the message that I am not cleared to buy anything from E-Bay. Why is this so?????? I have always been a prompt payer for all my items.
