where is home page listing feature? I have high feedback and would like to list an item using this feature,but can not find it?

Hi there, I am trying to list an item and would like to enhance it's visibility via home page listing feature, but can not seem to find that option. I have feedback score of 255, but still can't find that option. Any ideas please?
