A seller has posted me a parcel but underpaid the postage and now I have to pay a penalty to pick it up....any tips?

Paid $5 postage, and they have posted the t-shirt in a $1.20 envelope. The post office says it is a parcel and wants $7.25 penalty to retrieve the parcel. Whats the best way to approach this?
