Uploading a report using business policy and 50% fail

Anytime I upload a report using a business policy for postage, ~50% of items fail as "you are not opted into business policies". Obviously I am, as half the items succeed. This is rediculous. Does anyone have a solution?

When I bulk edit to apply a business policy it only applies to ~50% also...
