Is anybody else experiencing a lot of non payments on auction format sales. I sell vintage items and have never before had to cancel orders for so many non payment's. Always in the auction format. BIN seems to be OK.

I have had an item returned to me but I can't seem to issue a refund. I have clicked on " Issue Refund " on the returns page but nothing has happened. The money is sitting as " Held" in my Paypal account with no way, that I can see of issuing a refun...
