I know that I can't leave negative feedback for a buyer, but am I able to leave a comment such as "slow to pay" in the comments line?

Can I leave Neutral (not Negative)feedback on a buyer?

I know that I am not allowed to leave negative feedback on a buyer, but would like to know if I am allowed to leave neutral feedback on a buyer?
