What is the formula does paypal use to calculate exchange rates?Want to buy item costing a total of $470 USD. Is it a (flat fee %)more?

Is the paypal cost = current ebay AUD cost multiplied by a % + fixed cost? What is the % and flat fee? THANKS, Edward
