if the package is sent back to the seller do the buyer need to pay again to resend the package or is the responsible of the seller?

I have been told by the seller to paid an extra 3.65 pounds to resent a package to me, I have paid 25 pounds, if I paid an extra of 3.65 pounds, I'm paying for the items total of 28 pounds, is not worth the money.
