Why does a buyer have only 4 days to pay, but a seller has no limit as to how long they take to post items?

I bought 2 cd's & paid combined postage , but the seller sent them seperate and 1 hasn't arrived can I have the cost of cd & post refunded?

I bought 2 cd's and paid combined postage, but the seller sent them seperately and only one arrived. This is the first time it's happened after 100+ buys. Am I able to get refund on cd & postage?
