I want to pay for an item, so why does the seller want my phone number BEFORE I can pay ?

Why should I have to give out my phone number to a seller ? I do buy some things here & have never been asked before Why is this & where is this option listed so I can read the regulations ? Should I just make one up ? ... 0412345678
