How on earth can Ebay charge for a fee on postage costs? This is a non existent service fee.

How on earth can Ebay charge for a fee on postage costs? This is a non existent service fee. Is this even legal?? I can't help but think this is a rort and there should be consumer ombudsman to make a complaint to.
