I have dropped off lots of packages and satchels and none of the drop
off places had a clue about printing labels for me. No idea whatsoever.
So in theory you don't need a printer but in practice you do. YMMV.

You need to speak to a real live person at EBay. I had a similar issue
and was unable to resolve it using automated methods and chat bots. As
soon as I dealt with a real live person , they acknowledged the error
