Is it appropriate to ask buyer for feedback. Whenever I don't get feedback I assume there is a problem

Paid by bank transfer which included $28 for registered post, but I can't follow up with Aust Post because seller wont answer my requests for tracking no etc. Anything else I can try?

Can a seller with a bad reputation open another account with a different name etc.? What checks are in place to detect this?
