Why are buyers allowed to give a negative sign (minus) on rating against sellers and sellers are not able to do so?

Notice that even though the feedback is negative against the buyers, a + sign still appears on the buyer's rating. Does this mean it is ok for the buyers to downgrade the sellers ratings, but sellers unfortunately just have to bear it?
