Can the buyer leave feedback after i have refunded his payment?

Hello,Can feedback be left for a seller once the item has been returned and the transaction cancelled?

I have an unhappy buyer who has agreed to a refund and has cancelled the transaction.Can he still leave feedback for me?I have bent over backwards to appease him but he is really very nasty.
