I have been invoiced for a sale that I did not receive payment for. If I relist the item will I be charged commision again or credit?

A buyer is unable to pay for an auction they won of mine. eBay has already invoiced me for the total. Do they credit me? I want to relist the item, but I am concerned I will be invoiced again. How does this work?
