I have been charged $64.95 in ebay fees, when I have not sold over $7500 or 100 items, and this is not final item charges, this is Listing fees! Why?

I would like to know why I am being charged Insertion fees to my account when I have not listed over 100 items or $7500 per month. This month I have an ebay bill for $64.95 and I think it is wrong - please explain asap, before this money is taken fro...
