i bought a hdd recorder/ dvd recorder, this function does not work how do i get a refund, because seller not interested

i have had an inquiry whether region 2 dvds use the PAL system as in Australia not the NTSC system used in the USA

My parcel was delivered and then was stolen out of my mail box is there a way i can ge my money back because i am out a lot of money for this item. any help would be appreciated daniellearg
