Is there a way to bulk buy prepaid padded envelopes or atleast padded envelopes in general?

I am confused as to why there is bundles for satchels which cost more where I am from than padded envelopes capable of fitting the classic dvd or game case inside? Is there is option or shall I continue purchasing these individually?
