when you've reached your selling limit for a month when does the new month start.

Hi - I have not been selling on ebay long. I've been alerted I've reached my selling limit for a month. Does the new month start the first of the month or from the date of my first sale? Any response appreciated Thanks!

Do I have to sell to the highest bidder at the end of the auction or can I relist my item?
