i log into eBay.com.au and search items from worlfwide. do i have to pay extra if i make a payment to sellers outside Australia.

I have paid for 1 item with Transaction ID: 7EL591018C375432G, Item number 231179609273 on 11 April. BUt i havent received my jacket yet even though i have sent the seller email. when i checked it on ebay, its shown " this user is no longer registed ...
