Has anybody else been duped into the new 'International Priority Shipping' backed by eBay? Where import duties are hidden in your shipping?

Pitney Bowes Inc are apparently forward what appears to be a 50% import to Australian Customs for duties. Duties in Australia are not charged under $1000 generally. I have lodged a complaint with Paypal and Australian Customs. I am attempting to verify if one sent of the fraudulently claimed payments have reached Australia. All outlined in the Global Postage Programme user 'agreement'. I got stung. Been doing the eBay thing for 13 years, this is criminal!
