I received an item that was faulty.
I contacted the seller and was advised that a replacement would be sent.
I was told consistently each week tell me "dont worry it will arrive", however no shipping number was advised.
Unfortunately I cant request through my purchase history as the "refund" option is not available.
The help bot that I contacted didnt recognize the item / shipping / buyer details from the original purchase
That was 16 weeks ago!

You’ve let the seller lull you into inaction beyond the MBG timeframe.
You can no longer get a refund through eBay.
If you paid via PayPal, you can open a refund request through PayPal Buyer Protection as the timeframe is 180 days from the date of the transaction. (So don’t delay: 16 weeks = 112 days.)
If you didn’t pay through PayPal, you can contact your card issuer (usually your bank) and initiate a chargeback… but it depends on how much time you have for a charge dispute on your card; check card issuer’s T&Cs. Maximum timeframe I’ve seen for credit/debit cards is 6 months (aka 180 days); some are a lot fewer at one or two months).
In future, if something doesn’t arrive, open a Money Back Guarantee dispute before the 30 day MBG timeframe runs out, and don’t close it until you’ve received your full refund.

There are time limits and no if and or buts after the fact
Don't play games with sellers like this, they had no intention of sending anything and hoped that they could string you along willingly until it was too late to do anything
Which you ought to be aware of after being a member 18 years
You should have opened an item not as described dispute for the original item and followed through with it
You as the buyer have all the power
This especially goes for sellers in China and those with horrid feedback that you keep supporting
