how long do I have to wait to collect my item if paid by Paypal?

sat 3/11/16,I was the highest bidder on this item and payed almosy immediatly by paypal and got a note from the seller saying I could pick up my item once payment has cleared. What can't I get my item straight away? Isn't paypal immediate?

To add to enigma's post, the seller shouldn't hold the item until the 21 day hold on their funds with Paypal has passed.

Also if the payment was funded by a credit card in Paypal it's sent as an e-cheque and can take 4 working days or so to clear.

Did you pay on the 3/11/16 or was that a typo and you meant 3/12/16 ?
