if an offer of refund is given from seller does that include post fees

item won on ebay, marks not described in listing of item, i was offered a refund but not on post fees, i want post fees refunded also

Depends are you being asked to return it?

If you paid with paypal and open a not as described dispute once you escalate to a claim paypal will send you the address to return it too via registered post at your cost to get the total amount you paid to the seller.

If the seller is telling you to keep the item but will refund the item price only then that is good.

But if the seller wants you to return for a refund then open the dispute to get the total you paid and you get the address from paypal to return it too for your protection.

If the seller gives you an address to return it too that is not on record with PP then you will not be refunded if you end up opening a dispute after you have sent the item.
