$10 coupon for failed Ebay Guaranteed Delivery never received

I ordered something from a seller on March 31, 2020 that had guaranteed delivery by Mon, 06 April.

Australia Post tracking showed nothing until 08 April -  Pre lodgement by Sender Wed 8 Apr • 2:03am 

The item eventually arrived on 14 April which is DEFINATELY a late delivery.

I reported the late delivery to ebay and requested the $10 ebay coupon and recieved the following message from ebay:

We've issued a coupon

Hi Haydn,

We’re sorry your guaranteed delivery item didn’t arrive on time.
Thanks for letting us know that you’d like to receive a coupon. 
We’ve issued you a $10.00 coupon that you can use towards any purchase on eBay.
The coupon code will be available on My eBay page and it expires 30 days from 
the date it’s issued.

On 22 April I followed this up via chat support on ebay as I still had not received the coupon where I was advised by the chat agent:

I will make a follow up for this coupon as it was delivered late. 
At the same time, the request has been sent. 
Kindly allow 3 business days for this to be available on your account

Where is my coupon?

Is ebay guaranteed delivery a fraud?

Basically, yes, you did.

You expect a guarantee that can't be guaranteed in today's climate.

Any reasonable person would understand that.

eBay has recently temporarily withdrawn the guaranteed delivery option - it was announced maybe a week or two ago (I think), but it would appear they have applied the suspension retroactively, and also withdrawn active, unused coupons that were issued before the suspension (personally I don't think that's right, any that were issued prior to the announcement and official suspension of the guarantee and compensation - which, when it's an eBay voucher code, are paid for by eBay - should be honoured IMO. I get that delivery delays have been occurring for longer than that, but they chose to keep the program running despite knowing about it, so they should pay up what they said they would).
