i bought 2 item by using my 2 x $30 vouchers, both item never received , then i open a resolution case through paypal against two positive feedback seller.. finally paypal decide in my favour. and i got refund after deduct the 2 x $30 voucher. i had appeal to ebay to refund or reinstate my 2 x$30 vouchers so i can use it for my next purchase. ebay reply they cannot refund the voucher.and lot of grandmother story, now i am the victim of unseen bad seller. and a good lesson to learn who are the geniunne seller.

Why would you expect to receive a refund on the Vouchers? You received a refund for the entire amount of money you paid to the sellers so you cannot expect to receive the discount back too.
If you had read the terms of the vouchers you would have seen that they were not redeemable for cash.
Have you left negative feedback for the sellers involved? Don't mention the disputes or the sellers have grounds to have it removed.

Common sense says that you are right CQ but have you ever known "common sense" and "ebay" to be used in the same sentence?
Most vouchers have an expiry date so I am guessing that ebay has decided that they have now expired, even though they were not used by the OP through no fault of their own.

Good point, Lyndal (I'm assuming that's a rhetorical question above).
Fair play and common decency are concepts which are clearly alien to eBay.
