hard time getting this valuable voucher, but were scam by ebay scammer member

by the time paypal issue refund of course the voucher had long already expired , this beyond my control. paypal take long time to investigate. to ebay no ONO

ebay never refund or restored the voucher. they told me this under promotion dept. moreover they will had another promotion on again, meaning i had to sell another $500 item in order to get $30 voucher again. NO TEAM WORK

i only need my refund voucher for next purchase not cash, the seller never sent the item, when this seller had 100% positive feedback, whose fault?
