But how does a member even know if one of their accounts is blocked on some seller's block list?

eBay will be able to find out through the ISP used if the seller has any concerns that their blocks are being cicumvented.
It has happened in the past where a buyer has tried it and found that all their accounts and any other account that uses the same ISP (like family members) are permanently NARU'd.

You don't......until you try and buy from a seller that has you blocked

Okay, so here is the problem.
Since I don't know what other accounts you have, and you don't know what other accounts I have and we both are using our dedicated ebay forum accounts to post, how does a buyer even know if one of his account is blocked by a particular seller?
Let say you have two accounts, imastawka and account1. And I have two accounts, Charliesanglez and accountX.
You use your imastawka to post and account1 to trade, and since you don't like my posts on forum, you put Charliesanglez on your account1's block list, since you don't know what my accountX is, you can't block it.
Now I only use accountX to trade, for some miracle (like you're a complete monopolist on a good) that I happen to want to buy an item from your account1, which I can not possible know that my Charliesanglez is on your account's block list since I don't use that account to buy. Obviously I will be able to buy from your account1 using my accountX, and neither of us would know that the accounts is associated with another account on your account1's block list, even if the buyer did not intentionly create a new account just to circumvent your block list, he will be able to successfully buy from you due to random chance, only then will you find that account is associated with an account on your block list through the buyer's name and address. Then you report to eBay to have that person permanently banned from ebay even though he never intentionally want to circumvent the block list.

you'd be surprised how many members with post only id's forget and post using their selling/buying id. once the post buttons pressed you can't remove it. the more observant than me can tell when a member does this. ive seen it happen.

That's a pretty unfair comment IMHO, in my early days on eBay I came for help on the boards since then I've tried to give back some help to other members by sharing some of my knowledge here; for your information I do not live on the eBay forums, I'm a retiree and as such have more time than workers (?) like yourself to contribute here.

Sorry, I did not know that you're a retiree. I was just poking at the unnecessary use of acronym, which also happen to be a common economic acronym.
