Advertising free delivery falsely

I have noticed when searching a product some sellers items are advertised as "free delivery" but once their site is opened you find a delivery fee.  isn't this false advertising?

Depends on a number of things

If you are using the app, it is a well known issue

Is it free delivery only within the seller's own country?

Or to certain areas?

Is it free delivery because the item is pick up only?

What is an item number of one of the ones you see this on?
